[release] Boost 1.66.0 Release Candidate 2

The second release candidates for the 1.66.0 release are now available at:

Hi,

FYI, the configuration for Visual C++ is incorrect for VS 2017 15.5 which
was released recently.
In VS 2017 15.5, the compiler version is 19.12.25830.2.

the correct path seems to be
https://dl.bintray.com/boostorg/release/1.66.0/source/

Compile means that the b2 command completed without errors 
Link means that visual studio was able to link a sample executable to a library (libboost_thread-vcXXX-mt[-gd]-1_XX.lib)

Execute means that the linked program executed without errors.

And now 'updating junkies' are already on 15.5.1  and config.info says 191225830 ;-)

But wait -   aaargh! 15.5.2 update has just jumped up 3 mins ago!

We need a <= not an == in any message (and list the actual versions too)?
