[release 1.64] - BOOST_NO_CXX17_STD_APPLY missing in documentation

I checkted the documentation of boost-1.64 beta2 and it seams that the
documentation lost the description of BOOST_NO_CXX17_STD_APPLY.

May I provide a patch that gets merged into the 1.64 release?

A patch would be good, getting it into 1.64 at this stage might be a
stretch though?

I've added two pull requests to boost.config's branch develop - one for
std::apply() defect macro
the other is related to std::exchange().

Too late for 1.64.. It's not a critical issue to have that missing doc item.
