Yes.  Use <target-os>windows.

Yes.  Use <target-os>windows.

So to disable test builds on mingw only I have to write

<target-os>windows,<toolset>gcc:<build>no

Instead of the current

<toolset>gcc-mingw:<build>no

Did I get it right?

  Yes, that's correct.  This change has been in the works
for a while.  I patched all the occurrences of mingw that
I could find when I originally planned it, but it looks
like some snuck in again.
