What is the process for adding a library suggestion?

What is the process for adding a library suggestion?

Boost - Dev mailing list
I have a suggestion for adding something to the boost library.  It is
simple but I believe that it would be useful.  Do I just post it here
or is there some process?

If it's a suggested modification to an existing library, then you can
either ask about it here or on the users list with a [libraryname]
subject prefix, or post a GitHub Issue or Trac Ticket (depending on the
library's preferred submission method) about it directly.

If it's a suggested new library, then the process generally starts with
you writing it yourself and then seeking a review.
